[Group] Delegation from the Party Committee of Darhan Muminggan Joint Banner, Inner Mongolia Autonomous Region, Visited China Jing An

On April 2, 2025, Secretary Jia Baoliang and the delegation from the Party Committee of Darhan Muminggan Joint Banner in Inner Mongolia Autonomous Region visited the Beijing headquarters of China Jing An Limited (hereinafter referred to as "China Jing An"). The primary objective of this visit was to conduct a comprehensive follow-up investigation about the operational status of Sam Energy Group Limited (hereinafter referred to as "Sam Energy Group"), a subsidiary of China Jing An. Jiao Qisen, Chairman of China Jing An; Wu Lin, Director of the Strategic Development Center; Zhang Shuangqin, General Manager of Sam Energy Group; and others extended a warm reception to the leaders from Darhan Muminggan Joint Banner.



During the forum, Chairman Jiao Qisen first extended a warm welcome to the delegation of the Party Committee of Darhan Muminggan Joint Banner and provided a brief introduction of China Jing An. He emphasized that China Jing An possesses great capabilities in value construction and industrial transformation, with comprehensive industrial footprint across diverse fields, such as low-altitude heavy-load drones, commercial aviation, and energy supply chains. Sam Energy Group, as an important entity of China Jing An's energy supply chain sector, has established an annual coal trade business with a volume of ten million tons by leveraging the geographical advantages of the Mandula Port in Darhan Muminggan Joint Banner. In the future, a green, digital, and intelligent customs supervised warehouse which is developed by both parties will not only effectively enhance port clearance efficiency, reduce carbon emissions, and lower operating costs but also inject new momentum into building a comprehensive industrial chain service system for border trade. This initiative is able to foster mutual beneficial outcomes for both port economy and enterprise growth.


Secretary Jia Baoliang expressed gratitude for the warm reception by China Jing An's leadership and highly affirmed the important role played by Sam Energy Group in the economic development of the Mandula Port. He stated that Darhan Muminggan Joint Banner, as a key node in the China-Mongolia-Russia Economic Corridor, serves as a crucial bridgehead for China's northward opening-up strategy. The Mandula Port within the banner, as the only national year-round open land port in the Hohhot-Baotou-Ordos region, boasts excellent infrastructure and a mature operational model. Meanwhile, the banner has vast territory, superior airspace conditions, and harmonious military-civilian relations which offer enormous potential for the development of low-altitude unmanned transportation. The local government welcomes profound and competent enterprises to invest in this burgeoning sector.


Subsequently, Wu Lin, the Director of China Jing An's Strategic Development Center, and Zhang Shuangqin, the General Manager of Sam Energy Group, and other leaders from Beijing Guowei Energy Co., Ltd. and Inner Mongolia Huayuan Modern Logistics Co., Ltd. conducted in-depth discussions with the leaders from the Party Committee of Darhan Muminggan Joint Banner on business cooperation directions such as the low-altitude economy, green digital and intelligent customs supervised warehouses, and clean energy transportation. The aspiration that was proposed by both parties is that the government and enterprises collaborate to establish a cross-border service system encompassing the entire energy industry chain as well as to support the construction of a zero-carbon port while promoting high-quality regional economic development.


The meeting was highly productive. All parties identified their potential cooperation opportunities and clear intents across the multiple fields. Moving forward, the Group's energy supply chain business will remain centered on port construction, while deepening comprehensive collaborations with various industries in Darhan Muminggan Joint Banner. This strategy aims to build up a modern cross-border energy logistics system, thereby contributing great strengths to national energy security.
